[pkg-php-pear] Moving packaging to pkg-php-tools (and pkg-php repository)

Hi Romain, Paul (sorry for the extra @packages.d.o copy, just wanted to
ensure anyone following those packages would get the notice).

php-html-safe and php-xml-htmlsax3 are among the PEAR package that
should be converted to pkg-php-tools [1]. I’d like to take this
opportunity to encourage you to handle their packaging under the Debian
PHP Group umbrella [2], and move their repositories under git/pkg-php on
Alioth [3] (ditto for php-getid3, even if it’s not a PEAR package per se).

If you’d agree on the principle, but don’t have time to take care of it
yourself, I’d be happy to do it on your behalf.
