[pkg-php-pear] Propose to update the debpear

Hi Mathieu,

I wonder version of php-pear (>= 1.9.4) from a package.xml file.
In the debian should depend on php-pear (>= 5.4).
(phpunit-3.6.10$ /usr/share/pkg-php-tools/scripts/phppkginfo -d debian_deps .)
