[pkg-php-pear] Moving php-net-smartirc packaging to pkg-php-tools (and pkg-php repository)

Hi Patrick, Paul (sorry for the extra @packages.d.o copy, just wanted to
ensure anyone following this package would get the notice),

php-net-smartirc is among the PEAR packages that should be converted to
pkg-php-tools [1]. I’d like to take this opportunity to encourage you to
handle its packaging under the Debian PHP Group umbrella [2], and move
its repository under git/pkg-php on Alioth [3] (at first sight, this
package does not seem maintain in a VCS, can you please point me to it
if I’m mistaken).

If you’d agree on the principle, but don’t have time to take care of it
yourself, I (or someone else from the team) would be happy to do it on
your behalf.
