[pkg-php-pear] Moving php-log and php-imagick packaging to pkg-php-tools

Hi Guillaume (explicit copy in case you don’t follow the list closely
php-log and php-imagick are among the PEAR packages that should be
converted to pkg-php-tools . I’d like to take this opportunity to
move packaging of php-log under Git.
If you’d agree on the principle, but don’t have time to take care of
that yourself, I (or someone else from the team) would be happy to do so
on your behalf. Since these packages are already team maintained, I
suppose it’s OK to act in case nobody says otherwise, and will do so in
case nobody answers, but would prefer an explicit (n)ack.
Note: php-imagick should wait until the ongoing testing transition known
as php5.5 is done.
