I was given permission by Vincent Bernat to do this.

php-mail-mimedecode (1.5.5-2) unstable; urgency=low

  * Maintain the package inside the PHP PEAR team (Closes: #656982)
  * Switch to pkg-php-tools and dh-sequencer
  * Convert copyright to format 1.0
  * Add myself as uploader
  * Bump debhelper compat to 9
  * Bump Standards-Version to 3.9.4
