there is no license issue. The d/copyright was not in the correct way,
that's why NEW team has rejected it.

Please see #703452, I have ask Cyril on 25. June about the current
status, but he does not reply.

So if he does not reply in time, I will package it under the hood of
pkg-php-pear.
