After going through the whole list, it looks like the few packages from
this list officially handled by the team are currently WIP, and all
remaining non-compliant ones are maintained outside the team.

Since some package maintainers have already been contacted, is there a
mail-template that one could use to contact other maintainers? I suppose
we should ask them to switch to pkg-php-tools and consider maintaining
those packages inside the team, and offer them to handle both migration
if they agree but don’t have time to do so.

I’ll contact Romain Beauxis ASAP (who maintains php-getid3,
php-html-safe and php-xml-htmlsax3 — I wonder why the first one is not
in the TODO list by the way), and will CC the list (but if someone has
such template handy, please, do share it before I write something sloppy ;).
