[pkg-php-pear] Bug#709513: pear-aws-channel: substvar in Homepage

debian/control contains this:

Homepage: http://${phppear:channel-name}/

But when you build source package, this substitution variable is 
expanded to empty string. As a consequence, the Homepage field is the 
.dsc is bogus:

$ grep ^Homepage pear-aws-channel_0~20130409-1.dsc
Homepage: http:///
