Unless I missed something, it appears nobody has started to work on this
pear-channels package, right?

Since I really begin to miss some packages that are in the NEW queue for
months because of this issue, I might consider working on it ASAP
(hopefully, I’ll be able to pick existing channel.xml handling from
pkg-php-tools, but I doubt I’m skilled enough to do it as properly, so I
might duplicate some code – that shouldn’t be too much of an issue since
the channel.xml handling in pkg-php-tools is doomed to be obsoleted by
this package).
