It’s currently kept in the archive as a dependency for some packages:

$ apt-cache rdepends php-symfony-yaml
php-symfony-yaml
Reverse Depends:
  php-symfony-routing
  doctrine
  php-aws-sdk
  phpunit

The package should be dropped (well, be replaced by php-symfony2-yaml)
as soon as the current dependencies will be updated, but in the mean
time, please consider using php-symfony2-yaml that should fit your needs
(or report any issue about it directly).

Downgrading the severity since php-symfony-yaml still serve its current
purpose, and that an alternative exists.
