[pkg-php-pear] Moving php-doc and php-ssh2 packaging to pkg-php-tools (and pkg-php repository)

Hi,

Sorry for the delayed response.

I'm fine with whatever VCS to manage the packages, you're welcome to import
past uploads and I'll continue with it for the next uploads.

I'm working on an upload of php-doc, and would probably NMU php-svn soon to
make sure it wouldn't be removed from testing.
