[pkg-php-pear] Moving php-doc and php-ssh2 packaging to pkg-php-tools (and pkg-php repository)

Hey David,
I originally took on ssh2 and svn due to working directly with the
developers for these.
I'm happy for both of these to go under the pkg-php group - which I
should probably join at some point - considering a fair chunk of my
packages are PHP related.
