[pkg-php-pear] Bug#757537: Composer: Please, provide the “offical” name if it differs from the package name

Hi,

It would be nice if ${phpcomposer:Debian-provide} contained the Debian
translation of the "name" field from composer.json if this translation
differs from the actual Debian package name.
