[pkg-php-pear] Transferring list admin rights

Hi,

FYI, after processing one last mail that was put in the moderation
queue, I've just removed myself from the list of administrators of
this list and added Lior instead.

That means that the current list of admins is:
* Lior
* Ondrej
* Sean

/me who was apparently removed altogether from pkg-php even though I
still maintain some extensions
