[pkg-php-pear] Let's reconsider the way Symfony2 Components are packaged for Debian

I just listed the dev dependencies of composer.json here. Honestly I'm
not sure if they really are needed all to run tests. Even Symfony does
not list all of them in the documentation [1] and those that mentioned
there are all either in or on the way into Debian.  Anyway I suggest to
not package them in advance and only do so on a per need basis. I keep
you informed.

Just done that. I'll put a repo on git.d.o/git/pkg-php as soon as I have
something worth putting there.
