Can you please be more specific about what item of the policy are you
referring to? The only relevant item I can find is in 7.2, and is not in
line with your explanation:

Many packages in the archive have unsatisfiable recommends, that is not
a policy violation, that works fine, and doesn’t warrant any RC bugs, so
I’m quite surprised by this rejection.
