[pkg-php-pear] Bug#761373: Composer: Please, strip the final dot from ${phpcomposer:description}

As in #759738, since README.Composer advises to use
${phpcomposer:description} as synopsis, it should benefit from the same
sanitizing as ${phppear:summary}.
