[pkg-php-pear] Bug#783429: RM: php-config -- ROM; Useless in Debian, alternative exists

php-config has not been updated upstream in the last five years, and
wasn’t ship with Jessie (nobody complained since it has been removed
from testing over six months ago).

php-symfony-config seems to provide equivalent features, is actively
maintained upstream (and in Debian ;), and has reverse dependencies in
Debian.

I believe it’s time to acknowledge that this package is not useful in
Debian anymore.
