Hi,
Upstream hasn’t been active in over five years, and declared that “This
package has been superseded […] Use HTML_Common2 instead.”
The package is only used by php-html-table, but this package is going
away (#809419), so there is a priori little point to ship it in the next
stable release.
I intend to follow up with an RM request in a few months if nobody
objects (but feel free to beat me to it).
