[pkg-php-pear] Bug#791480: Useless in Debian

 nobody disagrees. Please, do downgrade it with an explanation if you
 disagree.]

No packages recommends, depends nor build-depend on phpunit-story
anymore. It has not been updated upstream for over two years, and the
upstream author wonder if it is still used [0].

I intend to follow up with an RM request in a few months if nobody
