php-net-dnsbl was introduced a while ago (#574945) to be used as a
serendipity dependency (#541740). Since then, serendipity has been
removed from Debian Wheezy, Sid, and Squeeze (#653106, #707980,
#753501).
php-net-dnsbl has never been updated since, even if four (minor)
upstream releases happened in the mean time, and its popcon is low (no
reverse (build-)dependencies).
I intend to follow up with an RM request once Jessie gets released if
nobody objects (but feel free to beat me to it).

P.-S. to the Debian PHP PEAR Maintainers team: I’d like to clean up our
set of maintained packages as soon as Jessie gets released, via some QA
work starting with the packages that have not been updated for a while.
I’d like to get rid of packages like this one that do not seem to be
useful and nobody seem to care about them, and will file RM bug report
directly (I just thought that it would be too violent at this late stage
of the freeze, and went for an RC instead to let some time for people to
object if I’m mistaken).
