[pkg-php-pear] Please note the changes to the git repo of php-symfony-security-acl

Hi David,

since we will have the 2.8 series for stretch, I made the following
changes to the git repo of php-symfony-security-acl:

master:
- Contains 3.x for Debian experimental (no change here)
- Now tracks upstream in upstream/master (and not just upstream)

stretch:
- Contains 2.8 for Debian stretch (and sid till the stretch release)
- Tracks upstream in upstream/stretch


Besides that I pushed some changes to both master and stretch. You might
want to revert "Tighten build and DEP-8 dependencies" if you think I was
overcautious here.
