[pkg-php-pear] Symfony 2.8

Hi Daniel et all,

symfony 2.8.2-1 has just been uploaded to experimental (it will have to
go threw NEW), thank you Daniel. Since we want 2.8 in Stetch, I guess
we’ll want to make our next upload to Sid, so every is welcome to test
it as much as they can before that (please, do share any concern ASAP).
Daniel, please push your upstream/2.8.2 tag.

Not much extra work on my side (git revert is easy), sorry it didn’t
work as expected.

Being two working on it and checking each other work helps lowering the
mistakes level, thanks!

I’ve added (and removed) a few more details before the upload.
