[pkg-php-pear] Symfony 2.8.3 in unstable

Hi Daniel,

I just pushed the latest upstream release to Git, as well as some
changes needed to pass the tests suite. We can now use php-proxy-manager
2 (as well as php-zend-code 3), so we could upload everything to
unstable IMHO.

It still needs a review of the license (according to
./debian/licensing/bin/check_image_licenses), can you please take care
of it? I’d also like to separate the /Tests/ and the require-dev stuff
from the shipped autoload.php (we could make a separate homemade static
autoload.php just for the tests, I did that for some packages already),
but that’s not a blocker: we can upload whenever it’s ready, I can take
care of the Tests thing later.

Any thoughts?

P.-S.: the “rebuild arch:all world” for the PHP 7.0 transition seems
well advanced in the PHP PEAR (and Composer) team, maybe we should lift
the “please, don’t bug us yet, transition in progress” request in order
to let the (piuparts and reproducible) QA people alert us about what’s
left to be done. Any thoughts?
