[pkg-php-pear] Twig 1.24.0-1 needs an upload (+ review)

Hi David,

I prepared src:twig 1.24.0-1 in the packaging repo in branch wip/1.24.0.
Could you do a quick review and do a upload, if everything is okay with
it. The changelog is open in case you want to add something yourself,
but feel free to point me to whatever I missed, so I can fix it.

One notable thing is commit:
75cf72f PHP 7 transition: Add dependencies (build and runtime) against php-mbstring

Twig needs the mbstring extension loaded, which was default with PHP 5.
With PHP 7 the package php-mbstring is needed (which does not exists in
a php5 variant). I'm not sure if the following runtime dependency I
choose is the right one: php-mbstring | php5-common
