[pkg-php-pear] reintroducing php-mail-mimedecode

Dear Team,


One of the dependecies of gnu-social is php-mail-mimedecode which I
think was recently removed from debian. I think Mathieu Parent uploaded
the last version. I intent to maintain this package. What are the next
steps?
