[pkg-php-pear] Processing of php-pinba_1.1.0-1_amd64.changes

Version 1.0.0 was a PEAR package. But upstream doesn't publish on PEAR
anymore and package.xml is not up-to-date (PHP 7 not supported). I have
to manually invoke phpize. I don't know if it will change in the future.
