[pkg-php-pear] Bug#865123: php-letodms-core: Package shouldn't be updated if rest of letodms is removed from the distribution

Hi.

I used to use LetoDMS from the Debian package in oldstable (3.3.11), but
Letodms was removed for Stretch.

During the upgrade to stretch, I kept the old letodms package installed,
but in the meantime, php-letodms-core was upgraded.

Now, the installation is really strange, as the package versions
mismatch.

I fear the package shouldn't live its life independently of letodms, or
declare incompatibilities with previous versions of letodms.
