[pkg-php-pear] PHP PECL module packaging

Hello,
I used to package some PHP modules at work, with the old packaging way.
I'm looking for some documentation to understand how to package PHP
modules the new way (ie php-xxx with modules for PHP 5.6, 7.0 & 7.1).
My concerns are that modules I need to package are not currently in
Debian, so it's not a matter of backport.
My idea is to get this modules working and ask for Debian integration.
Specially, I can't find how to manage 2 packages.xml files, one for php
5 and another one for PHP 7.
Another topic is that, for php-cld2 [1], git repository does not provide
package.xml at all and I don't know how to generate it.
Any advices appreciated,
