[pkg-php-pear] Bug#904334: RM: php-sabre-http-3 -- ROM; Useless in Debian

Hi,

php-sabre-http-3 was introduced a while ago to be co-installable with
another version of php-sabre-http. The 3 version doesn’t have any
reverse dependencies and is not maintained upstream anymore, so it is
time to remove from Debian.
