Hi,

php-guzzlehttp-promises was packaged as a php-aws-sdk and
php-guzzlehttp dependency. Since php-aws-sdk (#904323) and
php-guzzlehttp (#904360) are going away, php-guzzlehttp-promises
can be removed from Debian.
