[pkg-php-pear] Bug#914426: RM: php7cc -- ROM; obsolete

Please remove "php7cc" from "unstable". This package is no longer maintained 
upstream and it no longer works (need transition to updated PHP-Parser).

Also considering that PHP-7.0 is near end of life (released almost 3 years 
ago) I believe that "php7cc" is no longer needed.
It has been a useful package at a time but now it would be best to remove it.
