[pkg-php-pear] light apigen usage (no composer)

Dear package maintainer,

Apigen is so far the best argument to help php developpers to keep interest into commenting there code. It helps a lot in open projects.

As a learning matter, php beginners should be convinced to comment there code even before using package managers like Composer.

That's why I do recommand the php-apigen debian package to every php newbies.

How may I help in getting back php-apigen in main debian repos ?
