[pkg-php-pear] Bug#935384: Abandoned upstream

[ Filled as an RC-bug by the maintainer to see the package auto-removed
  from testing. ]

Since this Git wrapper is abandoned upstream and nothing depends on it
in Debian, there is a priori little point to keep this package in the
next stable Debian release.

I intend to follow up with an RM request in a few months if nobody
objects (but feel free to beat me to it).
