Cacti upstream release a new version with phpmailer 6 embedded. I need
the new version as well.

@tt-rss maintainers, I am working on uploading a new version of
libphp-phpmailer with the latest upstream release. I expect that has
impact for the functionality of tt-rss, but that is going to be removed
from buster anyways if we don't fix this bug anyways. This is your
heads-up that you probably need to adapt one way or the other.
