[pkg-php-pear] phpMyAdmin needs a recent php-twig version for buster-backports

I'm very new to this team so I can't really speak on its behalf, but...

David Prévot is one of, if not *the*, most active team members. It
seems he's also the de facto sole maintainer of php-twig for the past
four years. If he doesn't mind the backport then I think it should be
OK.

I have no experience with official backports nor any uploading rights,
so I unfortunately cannot help with this directly.
