[pkg-php-pear] Recent ITPs for Laravel/Lumen frameworks

Dear team,

I'm working on packaging the Laravel and Lumen frameworks, including their
not-yet-packaged dependencies. I'm planning on maintaining these packages within
the team.

#951665 ITP: php-opis-closure -- serializable closures (anonymous
functions) for PHP
#951666 ITP: php-league-flysystem -- unified file system API for PHP
#878881 ITP: php-ramsey-uuid -- PHP 5.4+ library for generating and
working with RFC 4122 version 1, 3, 4, and 5 UUIDs

Once ready, I'll upload them to Salsa and solicit your feedback.
