[pkg-php-pear] Bug#961968: Useless in Bullseye

Hi,

phpunit-code-unit was recently accepted in Debian, as a phpunit (9)
dependency. PHPUnit 8 is currently in unstable and testing, while the
PHPUnit 9 stack is ready in experimental. Since the PHP upstream
components is only slowly moving into PHPUnit 9 adoption (we’re still
carrying patches for PHPUnit 8 handling in Debian), I’m not sure the PHP
ecosystem will be ready for PHPUnit 9 before the freeze. When that
happens, we’ll close this bug report while uploading the PHPUnit 9 stack
to unstable, but in the mean time, I see little point in releasing
Bullseye with phpunit-code-unit, currently not useful.
