[pkg-php-pear] Review of new packages

Hi team,

I've been working on some new packages lately that are nearing
completion. If someone could have a look at them before I pursue
uploads, I'd be grateful.

I'm packaging these because they're dependencies for
php-laravel-lumen-framework [1] or its dependencies. All related
packages are not yet ready, but I figure this first batch could start
their journey through NEW, etc. in the meantime.

The packaging approach is very similar in all cases. I'm packaging
upstream's git tags because their tarballs are incomplete, but I'm not
packaging on top of upstream's repo because I don't want their full
histories.

I'm currently hosting the repos under my personal namespace on Salsa,
but I intend to move them into the team's namespace once they're
ready.

Packages:
- php-dragonmantank-cron-expression [2]
- php-opis-closure [3]
- php-phpoption [4]

Known steps remaining:
- Add Vcs-Browser and Vcs-Git pointing to the repository, once the
repos have their proper URLs.
- List the team as Maintainer and myself under Uploaders instead.
- Replace UNRELEASED with unstable in debian/changelog.

Any and all feedback is much appreciated.
