[pkg-php-pear] RFS: php-laravel-framework - security fix

Hi team,

I'm looking for a sponsor to review and upload a targeted security fix
for php-illuminate-database [1] in source package
php-laravel-framework.

I'll be pursuing an unblock to get this fix into testing too. Let me
know if you believe I should get it pre-approved before it's even
uploaded to unstable.

The changes are on Salsa [2] (note: branch debian/unstable) and on mentors [3].
