How is that relevant to the expressed concern? I thought the point of 
having php*-common and other such packages was to allow one to install 
different versions of PHP on the same box. That kind of break will 
“just” prevent that use case (and still allow one to use php5.6-common 
for example, and still be stuck if it’s the only php*-common package 
installed while a package needs PHP7).
