[pkg-php-pear] WIP: Tool to automate autoload.php template generation

Hi team,

I've just pushed a WIP branch to the pkg-php-tools repository on Salsa
[1] with a suggestion/first draft of a tool to automate the creation
of autoload.php templates for the phpab tool based on composer.json
files.

Many of our packages contain manually maintained templates that are
needed to make the autoloader load the package's dependencies and even
its own statically loaded files. The point of this new tool is to
automate this step too.
