[pkg-php-pear] Bug#979156: Useless in Debian

php-net-idna2 was introduced in Debian as part of the gnusocial
packaging effort, but its ITP (#782812) has no activity for more than
three years. Furthermore, php-net-idna2 in Debian seems pretty outdated.
No packages currently depend on it, so I don’t believe it’s useful to
keep it around.
Unless someone disagree with the above, I intend to ask for removal of
this package soon (so if you read this message years from now, no need
to ask for permission to act on what I’ve failed to…).
