I was indeed thinking of the upstream/* tags and to introduce it as a
setting in the package, as you did.

My bad with the wording, I ought to have phrased it less strictly. I'm
not aware of an explicit policy ruling about it.

I'm under the impression that Tests is prefered over Test-Command
based on my interpretation of the autopkgtest specification [1]. It
lists some examples of situations where Test-Command would be
appropriate, as opposed to Tests which seems to be the implied default
choice. As I see no specific reason to use Test-Command in this case,
I personally would've changed it to Tests. If you disagree - no
problem.
