[pkg-php-pear] Bumping open RFSes / Asking for DM upload rights

Hi team,

Four weeks ago I submitted two RFSes for PHP packages that I maintain
[1][2] as part of the Laravel upgrade efforts.

I know that we're all busy and RFSes aren't top of mind. If nobody has
time for reviews, then could the DDs among us consider granting me DM
upload rights for the packages so that I can handle them myself?

I introduced both packages about two years ago and already have DM
upload rights for 11 others, FYI.
