[pkg-php-pear] php packages looking for sponsorship

Hello,

Since the person who planned to sponsor my packages doesn't quite have the 
time their suggested me to ask again on the mailing list. So I'm looking for a 
sponsor for theses packages. They are needed by "kalkun".

They have already been amended by taking into account the advices of the 
former sponsor, so I guess there isn't much work remaining.

They have been on mentors.debian.net for a long time now and they are also on 
https://salsa.debian.org/php-team/pear

First packages to review are:
- php-kissifrot-php-ixr
- php-datto-json-rpc
- php-giggsey-locale
- php-codeigniter-framework

Next, there are these ones which depend on the ones above.
- php-datto-json-rpc-http
- php-giggsey-libphonenumber

Once this is done, there will be kalkun which requires all these packages. For 
now it is attached to my personal account on salsa.

Finally, I also updated src:nusoap to src:php-econea-nusoap which would 
require to be sponsored as well. See

BTW php-league-csv has already been accepted by ftp masters. Migration to 
testing is blocked because it requires the source-only upload.
