[pkg-php-pear] Documenting workflow

Hi,

I believe our typical workflow has evolved a bit since the currently 
(un)available documentation was last updated. I’d love to get something 
more current available to help newcomers and also unify our packaging 
among the team.

Next DebCamp (the week before DebConf) could be a nice venue to help us 
having a sprint about it. Are people involved in the team able and 
willing to come to DebConf22 if it happens as planed in Prizren in July 
(and arrive earlier to participate to DebCamp)?
