[pkg-php-pear] Enable CI on some repos

Hello,

I uploaded a few repos but noticed that I don't have the rights to access the 
"settings" tab to enable CI pipelines. Through command line I don't have the 
permission either.

$ salsa update_safe --group php-team/pear --ci-config-path recipes/
debian.yml at salsa-ci-team/pipeline php-league-csv

        ci_config_path should be recipes/debian.yml at salsa-ci-team/pipeline

Could you either enable it or give me rights please?

BTW, where would be the good place in salsa to put "kalkun"? Would php-pear 
fit? I'm not so sure about it.

Open Source Web based SMS Manager. It's a web interface written in php using 
composer to get the dependencies (thus using apache http server). For now I 
install it into /usr/share/kalkun.
