[pkg-php-pear] updating nusoap package

Hello,

src:nusoap package [1] hasn't been updated for a long time now. Actually, 
upstream hasn't released a new version since 2011 and last upstream version 
doesn't support php >=7.

However there is an active fork [2] that is maintained and provides support 
for up to php 8.1. The composer name of that fork is "econea/nusoap".

I'm in the process of taking src:nusoap and update it with that package.

For now I just took the repo from alioth archive and uploaded it without 
additional change to salsa (I just renames the repo to php-econea-nusoap) [3]

I plan to rename the src & bin packages this way:
src:nusoap → bin:php-econea-nusoap
src:libnusoap-php → bin:php-econea-nusoap

And also change install dir to conform to the new "composer" scheme.
/usr/share/php/nusoap → /usr/share/php/Econea/Nusoap

(I haven't found any reverse dependencies for libnusoap-php)

Then I would need a sponsor.

Any comments on these renaming & plans?
