[pkg-php-pear] RFS for 7 packages using composer

James provided some feedback two months ago that does not seem to have 
been taken into account. I also recently started to document our 
workflow, please adapt your packaging to follow theses guidelines (it’s 
an early WIP, feel free to ask for clarification if needed, feel also 
free to edit it):

I had a quick look at the last one (it’s a bit unusual). Can you please 
point to a simple package in the list once you’ve applied the advice 
provided by James and the guideline? I guess once we’ve properly 
reviewed one package, you can then apply the same changes to the other 
packages, so the other reviews and sponsorships may happen more efficiently.
